Anti-Social Behaviour (ASB): what it is and how to report it

Gathering in a group does not constitute anti-social behaviour, however the behaviour displayed by that group might.

The following are examples of what is considered unacceptable behaviour and should be reported to the Police or City Council:

Report to the Police

  • Using intimidating behaviour or abusive language.
  • Violence or threats of violence.
  • Using or dealing drugs.
  • Prostitution.
  • Any criminal behaviour e.g. shoplifting.
  • Spitting, urinating or defecating in public.
  • Drunken, rowdy behaviour, this could include fighting, shouting and swearing.
  • Begging.
  • Obstructing or accosting pedestrians, cyclists or other road users.
  • Harassment of anyone.

Report to the City Council

  • Littering – including: food waste and packaging, drink cans, or bottles, drug paraphernalia (i.e. needles) cigarettes.
  • Uncontrolled dogs – including: fouling, dogs fighting or being aggressive to passers by, constant barking.
  • Busking in a manner, which causes an obstruction, nuisance or disturbance.
  • Noise from within a property, including music or shouting so loud it causes a disturbance to others.

Anti-Social Behaviour (ASB) Team

The ASB Team deal with ASB affecting Council properties, and ASB of all kinds affecting the wider community, including problems in public spaces.  The Team works closely with other sections of the Council (like housing and environmental health) and other organisations (like the police).  If we feel your issue will be better dealt with by another Council service or outside agency, we will help you in notifying these services.

If reporting any incident to the Police or the City Council please let us know the following:

  • Type of behaviour being displayed.
  • Location of incident.
  • Time of the incident.
  • Number of people involved.
  • The description and any distinguishing features of the individuals involved.
  • Any witnesses.
