Gathering in a group does not constitute anti-social behaviour, however the behaviour displayed by that group might.
The following are examples of what is considered unacceptable behaviour and should be reported to the Police or City Council:

Anti-Social Behaviour (ASB) TeamThe ASB Team deal with ASB affecting Council properties, and ASB of all kinds affecting the wider community, including problems in public spaces. The Team works closely with other sections of the Council (like housing and environmental health) and other organisations (like the police).
